There are many budget android phones in the indian market available. I'm going to list out here some of the budget android phones available in India and some good reviews available on the web to make your decision of which phone to get. All these phones are below 15,000 rupees (the prices are from flipkart).
Micromax Andro A60 Rs.6584
The A60 is currently the cheapest phone available on the market at around Rs.6500. It's actually a rebranded ZTE phone called ZTE Penguin. But cheap comes at a price namely a resistive touchscreen. The rest of the features are also pretty average 150mb in built memory expandable upto 32gb, 600MHz processor, a QVGA( 240*320 pixels), 3g enabled, 3.15MP autofocus camera(no flash), AGPS, and a 1280mAH battery. It comes in with android 2.1 eclair and NOT upgradable to 2.2 froyo. Micromax has to be given credit for selling a android phone at a cheap price, but if you have some extra cash you could go for the recently launched Spice Mi 300 which has a capacitive touch screen and comes with 2.2 built in.

Dell XCD28 Rs. 7299
Dell began it foray into the mobile market with two entry level smartphones, the Dell xcd28 and the DELL xcd35. But these aren't exactly Dell mobile phones, they're just rebranded ZTE phones. The Dell XCD28 happens to be the rebranded ZTE racer. It has a 320x240 pixels resolution on a 2.8 inch resistive touchscreen, 256MB ram, with inbuilt 256mb rom which is expandable upto 8gb, a 3.15 MP autofocus camera, 600MHz processor, AGPS, 3g enabled and a 1100mAH battery. It's not exactly a great improvement over the A60 and is costlier(which i think is because of the Dell Branding).

Spice Mi 310 Rs.7399
A recently launched phone by Spice is the Spice Mi 310. It has capacitive screen with a resolution of 480*320 pixels on a 3.15 inch capacitative screen, 3G enabled, 2 MP camera and expandable memory upto 16GB. Since it comes with 2.2 out of the box it also supports USB tethering, which allows your phone to act as a wireless router. This seems to be the cheapest phone on the market with 2.2 and a capacitative screen. The Talk time given in some specs sheets is only 2-4 hrs which is pretty low, but this seems to best budget option to consider for now if you don't talk so much and just want a smartphone.

Samsung Galaxy i550 Rs. 8869
Galaxy 5 or the Galaxy i5500 is at the low end of Samsung's android offerings. Compared to the Spice Mi 310 it has a lower screen res of 320*240 pixels and a smaller screen measuring 2.8 inches. It comes with internal memory of 170MB which is expandable to 16GB. It comes with 2.1 eclair which is upgradeable to 2.2 froyo. It comes with a good battery life with upto 6-9 hr talktime. The Galaxy i5500 also comes with a slide out keyboard if you don't like typing on the screen. Galaxy 5 also uses a custom User Interface of Samsung called TouchWiz. The Galaxy 5 is a decent phone if it's your first time using a smartphone , but I personally don't prefer slideout keyboards and I'm also not a big fan of the TouchWiz.
Samsung Galaxy Pop or the Samsung Galaxy Mini S5570 Rs. 9163
A slightly new entrant into the android market, a result of which it comes with 2.2 froyo preinstalled. This also means it has USB tethering. It has a average 600Mhz (for this price range) processor. But like the HTC wildfire, it comes with a bad combo, a 3.2 inch screen combined with a low screen res of 320*240 pixels. The igyaan website which has reviewed it has shown in its review how you need to zoom in while browsing because the low res makes the text unreadable. The other features are pretty standard like 3g enabled, AGPS support and a 3.15 MP camera
Optimus One is considered to be a very good budget phone by many on the web. The Optimus One comes with the a 600Mhz processor,512MB RAM and 170MB inbuilt ROM which is expandable upto 32GB, a 3.2 inch capacitative with a resolution of 420*320 pixels. The Camera resolution is 3.2MP with autofocus and AGPS. Optimus One was the first budget phone to come out with 2.2 froyo preinstalled and is most likely to get the 2.3 Gingerbread Update. There is no major change to the stock 2.2 that comes with and the little changes that LG has made make the phone better. Optimus One is highly recommended as it has a good balance at the right price if you're looking for a budget phone.

Samsung FIT Rs. 10574
The Samsung Fit is almost the same phone the Galaxy Pop is bu with a better Camera of 5MP. It's got the same QVGA(320*240) screen on a slightly bigger 3.3 inch screen. Almost everything else is the same.
Videocon Zeus V7500 Rs. 10999
The Videocon Zeus is another rebranded phone of Commtiva. It has a 3.2 inch capacitative screen with a 480*320 pixels resolution. It has a dedicated camera button with a camera of 5MP. Videocon also packs in an extra 1230mAH battery and a 8GB micro Sdcard, which is well above what other budget phones are offering (which is 2GB). There isn't much online coverage of the Zeus and I think it will be a bit tough to find it in stores but you could always get it online from flipkart. It comes with 2.1 eclair and currently there is no official update to froyo. The Zeus's MRP is 19,995 which is really overpriced, but it sells on the market for 10,500.
Dell XCD35 (ZTE Blade) Rs. 11490
As mentioned before, the Dell XCD35 is a china rebranded phone. It is a rebranded version of the ZTE Blade. It has a high resolution screen of 800*480 pixels on a 3.5inch capacitative screen. But what is baffling is that the ZTE Blade has a 512MB Ram while the Dell XCD35 has only half of it. There are some discussions online which say that half of it is locked and you will have access to it if it is rooted. I am not sure about this. Still it is quite a good phone now that the price has come down since it's launch. It currently comes with 2.1 version of Android( though using a custom rom is not that tough). The Dell XCD35 is still overpriced compared to the ZTE Blade or the Orange San Francisco( The rebranded version by Orange in the UK). So if you have someone living over there who can send it you, I would recommend that.
Sony Ericcson XPERIA X10 Mini and Mini PRO

Don't confuse this with the XPERIA X10, this is the smaller version of its bigger counterpart. And it is really small. It has a 2.8inch capacitative touchscreen with 320*240 resolution.There are two versions of the phone- Mini and Mini Pro. The Only major difference between them feature wise is the slide-out keyboard. The Mini Pro is also said to be a little faster than the Mini. Both come preinstalled with 1.6 eclair and is upgradeable to 2.1 froyo. That's as far as it goes. It runs on a 600Mhz processor. It has a 5MP camera with autofocus and flash. It also uses a custom User Interface called Rachael. It's a decent phone and if you really want a Ericcson you want to show off then this is the one you could go for. But to think that the X10 mini is not getting a 2.2 update is a disappointment. You could always install custom Roms if you want, But I think if that's what you want to do you're better off with the cheaper phone's on this list as if you brick it, you won't lose as much as bricking this.
HTC Wildfire Rs. 13199
The HTC wildfire is another phone you want to consider if brand value means something to you. HTC wildfire comes with a 528 Mhz processor, 384MB internal Ram and 512 internal Rom expandable upto 32 GB. It has a 5MP camera with autofocus and flash. It comes with Android 2.1 upgradeable to 2.2 What really sets apart the Wildfire from the other phones is HTC's custom UI called HTC sense, which gives it 7 homescreens and other exclusive widgets. But it's low screen res is a really big problem. If it's your first smartphone, it probably won't bother you much. If you really want sense and can get it, this is the option to go for as its Sense UI is definetly smooth and responsive. Although if you can wait there is a new version of Wildfire that has not yet come to called WildFire S which has a higher screen resolution of 480*320.
